The building is very accessible and spacious. An elevator is available along with stairs. There were plenty of meeting rooms.
Is there parking at the Montgomery County Public Library?
One note, if there is a big meeting or event parking can be limited, but I was informed by colleagues that parking is available in the business parking lot adjacent to the library. This library is one of two Gaithersburg branches of MCPL, even though Google maps lists it in Montgomery Village.
